A headlight out can cause a bus to be pulled out of service. And at the ripe old age of 14, school buses are taken out of service. They can be used for other purposes, such as church buses or conversion to RVs, they just can't haul school kids anymore. The bus company I drove for was very strict about written daily reports and morning walk-around inspections.

Maybe one of those two engines finally broke down. Mechanically, they are in bad shape.
Half the engines they have now are so horribly broken they can barely move! Please refer to: https://www.law.cornell.edu/cfr/text/49/229.23 from the Electronic Code of Federal Regulations (e-CFR) Title 49 - Transportation Subtitle B - Other Regulations Relating to Transportation CHAPTER II - FEDERAL RAILROAD ADMINISTRATION, DEPARTMENT OF TRANSPORTATION PART 229 - RAILROAD LOCOMOTIVE SAFETY STANDARDS Subpart B - Inspections and Tests § 229.23 Periodic inspection: general. Which covers locomotive inspections.
