AIR, the DOT or county paid for M&E ROW upgrades ( new ties/ballast/rail if needed ) for like 300 ft. on each side of that crossing, yes ?

And didn't the M&E have 'the call' on the contractor and what materials ( heavy 131lb. rail ) were used in the new/renewed grade crossing construction ?

Kinda recall this being SOP in these projects.

That specific crossing had been upgraded some years before with heavier rail, and the existing flashers prior to the County installing the traffic signal. That work may have been done with the County, probably through our Transportation Dept. That Dept. also got money for the recent upgrade the D&R team track and branch track in Rockaway.
