The division of PennCentral property between Amtrak and what is now APU requires the parties to share certain legacy costs, esp the toxic remains.
I believe, but am not certain that other SuperFund sites, like South Amboy engine house, are outside the agreement. The subsequent owner (NJ's tax payers) get to eat that cost.
(I visited a former Milwaukee Road yard a decade ago, after some heavy rains. The entire yard area was pooled with oily water, and the soil(?) was a muck. Probably hundreds of gallons of diesel fuel and lubricants leached in there over 50 years.)
