New York, NY - December 7, 2015 - The Metropolitan Transportation Authority (MTA) today announced the substantial completion of two significant contracts on East Side Access, the megaproject that will bring Long Island Rail Road service to Grand Central Terminal. Workers have completed construction of a subterranean ventilation facility below East 55th Street in Manhattan, and $56.2 million in infrastructure improvements to Harold Interlocking, in Sunnyside, Queens, the busiest passenger train junction in the United States and the place where the tracks for the connection to Grand Central will meet with the Long Island Rail Road.

“The completion of these two contracts underscores the magnitude of the behind-the-scenes work that must take place for East Side Access to function,” said Dr. Michael Horodniceanu, President of MTA Capital Construction. “Most of the work has been going on outside of public view, spanning Manhattan and Queens. Even when the project is completed, the new infrastructure will remain largely out of sight. But it is nonetheless critically important for the project. You can’t have LIRR service to Grand Central without the components we’ve just finished building.”

One can see the ventilation facility being installed on 44th street between Vanderbilt and Madison avenues as part of ESA. I think this installation has been delayed by a matter of several years and counting. When the work was started I believe the site was supposed to be under demo and construction for a couple of years, which has stretched into "many". I was wondering what the purpose was of the huge steel structure hanging over the street in front of that site, and whether it would ultimately be dismantled when the construction at the site was finished. Can anyone comment? I had figured by now the site would be done and the steel skeleton would be removed or obviously here to stay, but it looks like that site will be under construction for quite some time.

East Side Access Manhattan Caverns

It's another milestone for East Side Acess as the MTA on Wednesday approved the final major contract for the project, which will build and finish four platforms and eight tracks for the new Long Island Rail Road (LIRR) terminal some 100 feet below Grand Central Terminal.

Under another contract awarded last month, a tunnel approach will be built and a bridge rebuilt in Sunnyside, Queens. The total value of both contracts is nearly three-quarters of a billion dollars.

“These are a significant milestones for East Side Access and will turn raw underground caverns into the modern station that LIRR customers will use when they head directly to and from the East Side of Manhattan,” said MTA Chairman and CEO Thomas F. Prendergast. “And the Sunnyside contract will make it possible for trains to reach Grand Central Terminal. East Side Access will save Long Island and Queens customers up to 40 minutes a day in travel time, demonstrating why transit expansion is a key element of our 2015-19 Capital Program.”

The Manhattan contract will transform two enormous 1,143-foot-long caverns carved out of solid rock into a terminal station, with more than 12 miles of track work from Queens to Manhattan, including eight tracks and four platforms in the station; elevators, escalators and staircases to carry customers to and from the underground station; and all architectural finishes through the caverns.

“With the award of these contracts, the eventual completion of East Side Access is starting to come into view,” said Dr. Michael Horodniceanu, President of MTA Capital Construction, which is building the project. “This is the next chapter in the long history of Grand Central Terminal and the growth and development of New York City.”

The MTA selected the Tutor Perini Corporation for the 3½-year caverns project at a contract value of $663 million. During the year-long procurement process, 34 firms requested the RFP documents and seven submitted separate technical and cost proposals. The selection committee unanimously selected low cost proposer Tutor Perini from among three firms that submitted best and final offers.

The contract award was approved on Monday by the Long Island and Finance Committees of the MTA Board and by the full MTA Board today.

The GCT Caverns one is for building 4 platforms and 8 tracks, enough for the station. The MTA's press-release writer called it the "final major contract". However, there are still some unlet contracts, mostly for Harold Interlocking work. Doing all that Harold Interlocking stuff is necessary for keeping trains to and from Penn Station from conflicting with trains to and from GCT, so I wouldn't call it a minor part of the project.

They are still shooting for finishing construction in December 2022.

Current Issues/Highlights
 Manhattan North Structures (CM006): Work continues on the Upper North End Wall in the East
Cavern and Upper Level Slab in the West Cavern in the Back of House. Installation of the ductbank
continues in GCT 4 and GCT 5 East Wyes. Contractor continues repair work in the 63rd Street tunnel.
 GCT Concourse and Facilities Fit-Out (CM014B): Mechanical rock excavation at 48th Street started
during the week of January 11. Reframing of the Dining Concourse floor opening is underway.
 ESA – GCT Facility Operations & Passenger Experience: MTACC-ESA worked collaboratively
with Metro-North Railroad in the development and recent installation of public-facing graphics and
signage "wrapping" ESA construction barricades, in Grand Central Terminal on the Lower Dining
Level.
 Plaza Substation and Queens Structures (CQ032): Exterior louver and panel installations continue
on the exhaust shaft at the Tunnel Vent Facility. Contractor continues brickwork and interior wall
construction at the Yard Services Building.
 Harold Structures – Part 3 (CH057): Field survey began at the end of January, along with testpitting
for future excavation work at 48th Street Bridge and Tunnel D Approach.

 Harold Structures – Part 3A (CH057A): On the East Approach, drilling for the low headroom secant
piles commenced with four of the seven remaining piles installed through the end of January.
Excavation of the launch pit area is expected to commence before the end of February, after the last
three secant piles are installed. These piles are required to finish the East Approach support of
excavation wall along Main Line 4 track.
 Systems Package 1 – Facilities Systems (CS179): Contractor continues electrical conduit installations
at the C06 and C07 Levels in the Plaza Interlocking and at the 39th Street, 29th Street, Vernon
Boulevard and Roosevelt Island vent plant facilities; fire standpipe installation in the Yard Lead
Tunnel and Vernon Boulevard Vent Plant Facility; and HVAC work at the 39th Street Vent Plant
Facility. Contractor is continuing with demolition of abandoned electrical conduits in the 63rd Street
Tunnel.

Just out of curiosity, and this may be a really stupid question, but will the LIRR's current diesel-protect fleet fit in the ESA tunnels, or will one of the BL14's need to be made available to 'protect' ESA in case of an EMU failure?

In the MTA board meeting of today, the LIRR vice president say's that they wil buy 2 ultralow emissions diesel/ore another power(they didn't figure it out yet...) loc's for the ESA tunnels...

If an MU train were to become disabled, what capacity does another MU train have for pulling it out?

The alternate power locomotives are a good idea in case of a power interruption.
