Article says the material is now being trucked out for use as patio stone etc. There would not be enough demand nor value in that market to make rail viable.
If memory serves correctly, interchange to the outside world would be to CP, who has previously indicated it did not want the business off that line.
Taken together, those two points do not generate a lot of hope for the line's future. Let's hope there is more to the story.
