Does the PTC system used by SEPTA and by Amtrak in SE Pennsylvania allow for the operation of a single car Silverliner (be it 4 or 5) in normal revenue service?

Between KAY and VALLEY/STILES on the Harrisburg line is all Interlocking Rules which allows the Cynwyd "trains" to operate. Anywhere else single car operation in passenger use is prohibited.

The Silverliner III's had the engineer's position on the left to enable head-end passenger boarding at stations with right-side platforms during single-car operation, but I don't think they ever did it. In PRR days they ran single MP54's between Media and West Chester, but that was manual block, with no track circuits.

If you are referencing PTC enforcement of restrictions of a single MU or lite engine, then it is no different than any other move that receives signals from wayside transponders. Equipment braking curves under ACSES are one-size-fits-all and don't change per consist.

If if is about protecting the equipment that may not shunt, just like a lite engine, then it is up to the dispatcher to apply appropriate blocking devices in order to protect against trailing movements. Positive Stop enforcement would be applied due to the state of the signal system.
