Ah, Phoenix. The city that is even more car-centric than Los Angeles. I read that a survey of parking rates in CBD rates Phoenix as the cheapest place to park downtown. I was there just last year, and the place is pretty well spread out, but there are places like downtown Tempe which feel urban. I think people will be disappointed if they think LR will ease freeway congestion -- in reality, the real value of rail is the ability to raise land values and density by providing options to the car. Other people will still jam the freeways.
