The tracks look like they're maintained, but i never see anything on the line. Who runs it and is it stll active?

Did it ever carry passengers?

You mean the line parallel to Goffle Road and Godwin Avenue? That's the New York, Susquehanna and Western Railway. It once ran to Scranton, and was owned by the Erie until the 1930s or so (when the Erie went bankrupt). It certainly has carried passengers; the NYS&W at one time operated a station called Susquehanna Transfer where Route 495 crosses over the line, with buses to midtown Manhattan. NJ Transit has been looking into restoring passenger service, but that would need the cooperation of the NYS&W.

If you hang around trackside between 8 and 10 pm, you're likely to see a westbound NYSW train several nights weekly. The local trains, which often run in daylight, are a little less predictable, but run every day.

If you have a scanner, plug in 160.485 and listen for the clearance orders to occupy the track around mile markers 20-25.
