In other words, this is the service plan when they get 5 feet of snow. Forget going to Coney Island and getting a Nathan's hot dog!

Outdoor service suspensions happen with far less than 5 feet of snow.

They start happening at 1 foot here near Baltimore. Wasn't sure what the threshold was up there.

Plan 5 is a foot or more of snow or blizzard conditions - but they've suspended outdoor service in particularly problematic areas (Sea Beach, Dyre, Rockaways) in less, especially after that train got stranded in the Rockaways in the 2010 blizzard.
