There were hand sanitizer dispensers
but the MTA stopped refilling them.

You have to supply your own sanitizer.
Pocket size bottles of hand sanitizer can be bought in many places including CVS, Duane Reade, Walgreens and Rite Aid stores.

Because the skells kept breaking the bird boxes, filling windex bottles, bathing with it, etc...

But seriously - hand sanitizer is no longer in short supply. BYOS.
