IMO Brightline should speed up those projects as soon as feasible to start service sooner. Once all the track and signals are operational PTC tests can then begin even if those bridges are not complete ? Maybe reduced service until bridges are complete ???
Brightline seems ridiculously patient. It shut down longer than anything else I can think of in Florida for the pandemic. Depending on how you define "they", they are making money whether the the trains run or not, as long as there is a good forecast.

Granted, commuter rail is not running full in other parts of the country, which is what Brightline is at this point, Miami to West Palm. But it's also a bit more than commuter, and Florida is seasonal. Amtrak Autotrain seems to be booked up.

It's impressive how Brightline got a downtown Miami station and is working fast on the West Palm Beach to Orlando construction. All the while planning more stations between Miami and West Palm, and extending south to the Miami mega cruise ship port. By the time Trirail gets properly downtown, Brightline may be at the port? As far as I understand it.

On the Virtual Railfan Cocoa, FL webcam, I see they are laying concrete ties for a new track. Is that part of the Brightline project?

Yes, Brightline is paying to upgrade the FEC from Cocoa to West Palm Beach. It is also working jointly with the FEC on the short segment from from Frontenac to Cocoa before Brightline's route. Maybe that means splitting the cost on that segment. But the Virtual Railfan camera is in the future Brightline route. There is lots and lots of info on the construction here: https://www.youtube.com/c/TheRoamingRailfan

The VR camera is mentioned and its location indicated in the late August 2021 Roaming Railfan video here: https://youtu.be/OPsidUCy3eQ?t=179
