Depending on how you define "they", they are making money whether the the trains run or not, as long as there is a good forecast.
Granted, commuter rail is not running full in other parts of the country, which is what Brightline is at this point, Miami to West Palm. But it's also a bit more than commuter, and Florida is seasonal. Amtrak Autotrain seems to be booked up.
