New signal system: when will it be put into service?

During the 2010 Harrison Shop tour it was mentioned a 2017 date.
Since my friend continues to chain smoke nonstop, she is probably an Alco.
5 years, not too bad considering it's basically a rebuild/replace of the existing system & the lines don't really shut down ever.

Is there any chance that Siemens can use the unfortunate 10-5 daily PATH outages to speed this up, at least along sections that haven't been flood damaged?
Sadly i think the priority is replacing existing and repairing what can be salvaged.
They prolly tried to take components out before the storm hit after revenue shutdown, knowing it was likely water would infiltrate.
