I cross over the NJT line to High Bridge, and the Lehigh line every morning. I noticed that new ballast has been laid on an older line and a new switch has been added off the NJT High Bridge line. I followed this line to Linden where I lost it as soon as it crosses over the NEC. My question is What line is this they're building/ revamping?

That is a rebuild/reactivation of the former B and O SIRT line, which goes to Staten Island. The Morristown adn Erie RR is rebuilding this line, along with the former Rartian Valley RR, on the other side of the "Raritan Valley Line", which goes up to Summit and connects with NJT's M and E line. They are very far along on teh SIRT, but not much work has been started on the RVRR.
