Locomotive number selection

When Union Pacific assigns a number to a locomotive that is not in that number, how long is it before the unit is patched and renumbered?

It depends, there are some engines that were assigned renumbers in 1995 and still yet to be renumbered (like the CNW Dash 9s), and then a lot of UP engines still to be relettered as UPY units.

Are all renubered units patched or repainted?

In the case of a lot of Southern Pacific units they're patched.
