Developer, railroad reach settlement on Portsmouth crossing

PORTSMOUTH — The developer proposing a major residential and commercial project off Islington Street has reached a tentative agreement with the railroad company whose line runs through the 40-acre property, a primary obstacle stopping him from reinitiating discussion with city officials.

Here's a shocker: "Guilford's agreed to sell us an easement over the Rockingham Portsmouth (rail) line near Borwick Avenue,"

GRS originally stipulated a bridge but settled for cash and developer installing crossing signals. Was GRS' issue "safety concerns" or money?
