Inspectors have issued their report regarding CSX and their upkeep on several grade crossings, a report prompted by investigations after the Henrietta Grade crossing fatal accident earlier this year. Details, from the Rochester newspaper, can be found at ther following link:

Just a simple question. Who put the road salt down? Of course , you'd never get the answer in the unbaised Democrat and Chronicle

You would not want the DOT to stop putting salt on roads near crossings would you ??
The FRA report sites CSX for not properly adressing drainage problems. it does not site the DOT for preventing slippery conditions.
Railroads know that road salt causes electrical problems if standing or running water is present.
On NEC for example drains in overpasses need to be kept clean or flashovers from overhead catenary happen from dripoping salt brine.
It seems to me that certain track dept people did not do their jobs ???

Last Wednesday the gates at the Herman Rd. crossing west of Syracuse were not operating during the late afternoon and early evening. All trains were given Form D's and required to stop and flag the crossing before proceeding. At least one of the trains dropped lighted flares on the crossing to catch the attention of the motorists and prevent some bozo from plowing their car into the side of the train.

Since the fatal incident in Rochester, I've been much more cautious when crossing railroad tracks. I also wouldn't want to be in one of those communities that has banned train horns - if the automatic crossing protection fails, the first train across is not going to have time to slow down.

fglk as usual you only got it partialy right.
there are several ways a town can make a crossing ready for no horns, and four gates is only one option.

Why don't you look up the horn law on FRA site and study it, its not even close to what you say or mumble over here. do your homework, then give us your opinion.
