There are a couple of english magazines form Britain that cover al of contential europes railways . i dont think there would be on specifically covering German railways in English .

Bahn Report, Eisenbahn Revue International, Drehscheibe(of course!!), but they are all in German.
And last but not least "railway update" by minirex publishing. In english about german, swiss, autrian, euopean railroads.
