What is the minimum depth(under top of rail) a 70ft DT rail bridge could be?

You need to clarify what a " 70 foot DT rail bridge" is , never heard that term before. Are you measuring from top of rail to something below or the depth of the structure itself???? I'm trying to help but your question is vague.

As an engineer who has spent his career in bridges , I would say there is not a simple answer to your question. It would depend on several factors.

Direct fixation, or ballasted track? Are through girders allowed? What roadway headroom requirement is there?
