What is this building near the Erie station in Binghamton?

I just heard back. The American Express depot.
I assume you mean a "Railroad Express Agency" building. American Express in those days just acted as a bank in foreign countries to cash traveler's checks into local currency.

Note the name was derived from American Express who owned the most express rights over the railways, 40%.

The photo was not dated but was most likely REA by then. But built by American Express.
