99% of the scheduled trains were reviewed in this period, the exceptions occurring due to a variety of operational problems on the DET and STL Corridors and on the routes of the Capitol Limited and Cardinal.

Services which improved in both measured categories include the eastbound Cardinal, westbound Pennsylvanian and Boston section of the Lake Shore Limited, and both directions of the City of New Orleans and the DET Corridor.

Of the 57 trains which were more than 2' late, the Crescent accounted for 17 and the Lake Shore Limited for 10.

Of the total delay minutes in this period: the BUF Corridor accounted for 21%; the Crescent for 17%; and the Lake Shore Limited, DET Corridor, and STL Corridor for 14% each.

On the BUF Corridor: of the 120 trains each way only 40 westbounds Dp. ALB OT while just 3 eastbounds Dp. BUF OT (and 3 of the 4 daily trains originate in Niagara Falls).

While the City of New Orleans service leads in OT performance, it must be noted that there is in excess of 2' padding in each direction schedule. By comparison, the similar pre-Amtrak service was more than 3' faster.

One increasing trend is the number of extreme delays caused by en route incidents and failures combined with the apparent reluctance or inability of the host carriers to provide speedy relief. Delays of 5' to 9' in recent periods have been noted, and incidents caused by 3rd party interference are not included in the report while those attributable to Amtrak mechanical failures or to host carriers are included.

It will be interesting to see what 2020 brings.

Off line query about the BUF Corridor as to why such poor OT dps in both directions:

At ALB, in addition to arriving late, the westbound trains except #49 Lake Shore Limited have no more than 15" to change power and allow passengers to get off and on. Eastbounds have about double the station dwell time.

At BUF, the OT performance of the 3 trains from NFL is very poor, so late in means late out.
