422 is going to be the same crappy, backed-up mess for another generation. (no tolls probably = no highway fix). I fail to see your logic. Why would advertising that businesses are located next to (or near) a discontinued rail line do any good for their bottom line? If manufacturing businesses in that corridor required a rail stub, they would have long since relocated near an active line, or petitioned SEPTA ...
