They are slower on the low end as a result of the computer based loading as nomis stated, but after about 40mph they are pretty fast for the most part.

A lot of guys say GE stands for “Going Eventually.” The main difference with a P42 vs an EMD is the turbo on a P42 is exhaust driven vs an EMD being mechanically driven, so the GEs are more prone to turbo lag but as stated once they go, they go and I will add that they don’t want to stop.
