This, like the Work Locomotive procurment is almost a decade behind schedule. This was supposed to be part of the 2015-2019 Capital Program. The Capital Program Dashboard states:

East Side Access: This contract will design, manufacture, test and deliver two low emissions engine-generator set locomotives to be used to rescue disabled trains.

According to the dashboard these locomotives were due in December is 2022.

It might be that Joule company that Pacific Harbor Lines might be using to acquire fully battery powered locomotives.

On the Metro-North end of GCT work train diesels and lite locos come in all the time to perform work "in the house."

Calm down y’all.
The protect engineers are ordered should be here in a few Months.
They were due by late March/April
But due to the plague shortages and supply chain problems, these units were delay. I think the residents of the forum will be happy with the paint job.
Keep in mind:
MTA has final say in approval and they demanded “state colors” be incorporated. But the lirr guys supposedly did something cool.

A reputable locomotive builder.
These aren’t custom built one off locomotive. But from what’s known I think y’all will like them.
Potentially delivered late fall 23.
Thanks to the Covid mess and residual effects form it.

Looks like these will be EMD Joule - Battery Locomotives. A look at some of the documents from this month's MTA Board meetings shows that the LIRR and EMD are involved in the testing of said locomotives for "rescue locomotives" for ESA. Pretty cool to see this new technology here.

An article not too far back in TRAINS magazine had a blurb about the EMD fleet ordered in late 1970's. The EMD manager stated that the 1500's and GP38-2's was the last official passenger order for General Motors- Electric Motive Division. Once again the LIRR makes history!

They should really just rebuild the MP15Ac fleet. Those engines are battle tested and will be around 50 years old in 2027 give or take. Those are highly sort after locos. The newer motors coming will probably have be rescued by the older EMD fleet. When the M1's arrived they constantly had to be pulled by an engine. Today's locomotive builders can't hold a candle to the former EMD and GE locos in their prime

I mean, wasn't that the plan? Frame-up rebuilds of them, similar to the PR20s, furnished in a "Cuomo"-colored version of the E20s original scheme. And then that went out the window.

The F40s came and ran from 1976-1987, plus the final order of Metra "Winnebagos" in 1991, though MK continued
the F40 for a few more years for MBTA.

I wouldn't count DE30/DM30 as an official EMD passenger product, EMD supplied kits and actual construction and
assembly was by Super Steel. Neither would be the AEM7, EMD did assembly, Budd supplied the shell and ASEA/
ABB with electrical equipment.

The RFP called for replacement of the MP15s and SW1001s with locomotives similar to the PR20Bs. The existing work locomotive fleet would be traded in for credit towards 20 new work engines. The new locomotives would be required to have new frames and carbodies. Components like trucks and traction motors could be rebuilt. The RFP also included specs. for NYAR locomotives.

The award of this contract is way overdue but now is supposedly supposed to move forward in the next few months. The enviromental groups in Queens derailed this as they felt the LIRR was slanting the RFP towards Progress Rail.

The New York City Fire Department wants nothing to do with battery powered locomotives in tunnels. AT this point, you won't be seeing anything like that run underground within city limits.

Understandable that FDNY feels that way given the number of building fires they've had recently from lithium-ion battery issues.
