What is the general condition of the north line from Toronto to London (single/double track, maximum authorized speed, signaling, etc.)?

195 km is about 120 miles, the length of Long Island Manhattan to Montauk, so pushing it for commuter service.
Even the Keystone (between PHL and Harrisburg) is just 104 miles.

The 401 can be a parking lot at times so perhaps GO is focusing on commuters heading into London (pop: a half million) and not Toronto. Like a reverse commute.

Kitchener could be a convenient mid point with trains heading in both directions.
