In a rare moment, I caught some train traffic on the Belt LIne in Buffalo while going underneath it at Parkside. I was surprised to see it was the Summerset RR coal cars moving south. I haven't kept up on the situation at the power station and I assumed it was closed. But the latest article I could fnd [5/2013] indicates that its open.

Did the powerstation ever close and reopen or did it stay open with continuous operations?

SST, the Someserst power plant was shut down for a shorttime a couple years ago, IIRC. However, it has reopened and CSX ships coal there- they still operate the line under contract.

I see coal trains and empty hoppers running through Tonawanda pretty often. is this where they are headed?

Electric generation by coal is pretty much on the decline across the board. Between environmental regulations and the cost of natural gas - most plants will either be mothballed or abandoned by the end of the decade.
