Ties and rails will need to come up to access the soil and rock ballast under the tracks.

"There's probably a heck of a lot more excavation work starting tomorrow," he said.

The engine was not towing a train, it was being switched in the yard, Scarano said. The locomotives are parked on a pad, but the pads do not cover the entire yard.
