If Conductors are in charge, why are they promoted to be Engineer???

I just found this information after I brought up a similar question in another topic. I also finished recording for my video on Metro North's leased locomotives after I found out about this locomotive... -_-

With this in mind, are there any other locomotives which MN leased other than these five?! (Before I accidentally leave one out again)
