It's called ICE, a form of water, in a frozen state. It's not slime, and they're not 'protrusions". It's called leaking water has frozen, as it was dripping outside the carbody. (oops, you didn't mean the handrails, did you?) Keep asking, keep asking.....

Judging from its location under the radiators and the time of year it is probably frozen cooling water from a leaky radiator, the coloring possibly from rust in the cooling system.

Close. It's a lubricating rust inhibitor. Lubricates the seals as it prevents rust, and to an extent, galvanic action inside the cooling system. Let's call this one done.......... :wink:
