I guess the GMTX 2200 just made it way north 11 miles from the Brooklyn water front? That was the NYNJ lease engine?

Has this GP38-2 had its plows cut for 3rd rail? I was looking on-line but couldn't get a good close-up picture. To me, it looks like they haven't been cut.
Restricted to non-3rd rail for now?
