A construction worker is in the hospital after he was struck by a SEPTA El train in Center City.

Officials say the man was working on the ceiling portion of the trolley line at the 22nd and Market street station. As he was working, he was clipped by a SEPTA El train that was passing by.
There was a suspension, now service is resuming with delays. Also from setpa site:

A Message for West Trenton Line Riders
Train #6325 is a very popular trip on the West Trenton Line because this early morning express service can get customers into Center City in about 1 hour. So it was not surprising that approximately 700 customers were on this 6 car, push-pull train this morning. Unfortunately, at 8:10 a.m. this regular trip turned into a major delay and inconvenience when the train stopped on the tracks just north of Rydal Station.
Two unsuccessful attempts to reset the engine and the pantograph made it clear we had a mechanical problem. Because the push-pull trains operate using one engine the Control Center, train crew, and maintenance crew quickly determined that our immediate course of action needed to be a plan to get customers off the stalled train and on to alternate SEPTA service.
In cases like this, our first option is generally bringing in shuttle buses. This morning, that was not a solution because the track area is not accessible to streets or a safe place to bring customers to waiting buses. The second option, sending out another 6 car push-pull train and transferring the people from Train #6325 was rejected because of safety concerns if we tried to escort such a large number of customers down the track area.
2 things. Why couldn't they have taken the engine off that other train and put it on the train with the failed engine? And how is transferring that many people onto another train worse than transferring them onto trains that are passing?

You don't understand very much about how these things happen do you, the trains that were passing were the ones used to transfer the people, they didn't use the engine off the other train as it would have taken longer than transfering the people, they didn't bring the other train up because they would have to shut down the live track while the people walk down to the other train (same blockage if they brought it up on the other track, you essentially shut down both lines and stop all traffic on the route).

I am sure the crew did everything they could, at that time of day options are limited, all trains are being used for rush hour, all crews are used for rush hour, buses are all used for rush hour, best, easiest and safest option was use the trains coming down he line behind the broken one until they are at capacity, sure a long process and major inconvenience, a lot of people had a lengthy delay, but how else could they do it

The Cynwd and Paoli lines have had a rather rough few evening commutes this week. Cynwyd was also suspended during the Wednesday evening rush, though I believe that was due to a broken-down train at 30th that also caused significant Paoli/Thorndale delays. Though it didn't affect Cynwyd, Tue evening an Amtrak broke down at or near Ardmore, causing significant delays to a bunch of Bryn Mawr locals.

This evening looks bad in general due to slippery rails.
