If they're going to go to the trouble of spending millions on raised concrete platforms and the whatnots, why would they not provide an enclosed facility for paying customers? Put in nice facilities and more people will be inclined to ride without fear of sitting in the cold for prolonged periods of time.
The main reasons (which I have posted previously) that SEPTA does not allow access to waiting rooms when ticket offices are closed
are the two V's: Vandalism and Vagrancy...Since you mention Fox Chase specifically I will add that the station vicinity can be a place
for youths to hang around at especially during evenings - the old 70s vintage building which was replaced a few years back was a victim
of vandalism and other problems including loitering and as many know SEPTA would need more Police to patrol open at-all-hours RRD
stations - and to eventually protect NPT machines and facilities when they finally get installed...(back to PTC topic)
