Hahahaha. I'm due for a higher performance laptop by the end of this school year. This one's been giving me headaches sporadically ever since I got it lol. This time, the CPU had my Windows Live Movie Maker working at 25% full processing capacity from Tuesday to Saturday, and then on Saturday evening, it finally broke out and ran as it usually does around 60-90%. The processing percentage went from ~50 to 100% in 6 hours, as opposed to several days for the first 50% lol....

Sounds like the Tier Whatever FRA emissions controls are biased against US prime movers, in that case, at least on the software side of things.

But then again, when the state pays $12 million per unit, I guess they had better be capable of something good. Hope it lasts.

FRA does not govern Emisions, that would be the EPA.
As for American manufacturers, they knew the standards were tightened but as usual they expected waivers, so foreign manufacuters won.
We just like to lag on knowledge and compliance.
