Hahahaha. I'm due for a higher performance laptop by the end of this school year. This one's been giving me headaches sporadically ever since I got it lol. This time, the CPU had my Windows Live Movie Maker working at 25% full processing capacity from Tuesday to Saturday, and then on Saturday evening, it finally broke out and ran as it usually does around 60-90%. FRA does not govern Emisions, that would be the EPA.
As for American manufacturers, they knew the standards were tightened but as usual they expected waivers, so foreign manufacuters won.
We just like to lag on knowledge and compliance.
