Equipment vendor for SmartLink?

Is the equipment vendor for the SmartLink system the same company as is providing PATCO with the Freedom Card system?

This is not an idle question, as I discovered today that my SmartLink card is very, very confused, and I suspect that carelessness involving PATCO turnstiles is to blame...
