This is also being discussed as an extension of Amtrak service from Lynchburg, albeit not the eastern leg connection from Lynchburg to Richmond:

A link eastward to Richmond has been discussed by Va. rail advocates. It appears that running via Charlottesville would be faster and tap a bigger market.

I'm sort of surprised there's no eastern leg beyond Richmond - seems like a no-brainer, since Virginia Beach-Norfolk-Newport News MSA is the second-largest Metropolitan Statistical Area in the state behind the DC-Arlington-Alexandria MSA; even ahead of the Richmond MSA. Besides, the track is there and in passenger service.

Yes, the Buckingham Branch. I don't think it's gotten as far as anything like a service model or possible schedules, and as far as I know it's not in any official state plans, so it's too soon to say whether there will be a brainy or otherwise decision on where the route would terminate. If we ever get a cross-state connection to Richmond, then I expect that it would connect with north-south and Hampton Roads services there if not run beyond Richmond.
