It would appear from this Wall Street Journal report, that the Japanese plan to be active in the US High Speed Rail market. Likely they have realized they can operate within any "buy America" provisions of Federal funding; the largest obstacle being that the equipment be assembled on US soil:

Thanks for posting the article and that's terrific. I see from Google that PM Abe has been promoting Japanese HSR in other countries as well. Hopefully his words will turn into some type of financial support for it, such as favorable financing terms for US HSR operators.
