The train is Bombardier built, which has very good experience building FRA spec'd trains for the US. There's no reason that if the Zefiro doesn't already meet FRA specs that a few modifications can't do the trick.

just because Bombardier puts their name to it by buying a foreign factory does not mean it is FRA compliant.
Bombardier buys and sells rail car factories by dozen and owns several dozen in about 20 countries.
This train for example can not be FRA compliant as Highspeed trains in US must have unoccupied car in front and back.
