Roseland Runaround

On the NJ DOT's 2009 rail freight program is a project being constructed called the Roseland Runaround. Is it some team track/freight station similar to what is being doing at Cedar Knolls (Jefferson Road)?

I'd imagine (but certainly do not know for sure) that it would be a runaround track near the present end of track by I-280 in Roseland to make switching the company there easier.

Not sure about that, though.
