Yes, more recently, the upper level loop was completely rebuilt - new track, switches, concrete, etc. It's highly functional and as mentioned, used often.

Lower level loop, on the other hand, was deactivated as a result of the LIRR project.

Yes, they are AMD-103 P32 dual-modes - electric pickup via 3rd rail and diesel-electric.

I, too, thought that was Track 200 - and when in service it was originally a return track from the outer lower level loop, deep below the station. Not really needed now that the LL loops are out of service.

Yes but only for NJ residents is the timely NYC access is a source of their livelihood. I guess for NY as well but NYC has such an excellent access to talented people that it can probably replace all or most NJ residents employed in Manhattan by either NYC residents or residents of NYS suburbs.
