There are only about 2 dozen cars. The expense related to removing the CSS likely isn't justified against the practice of just doing Field 92D inspections between 180Ds.
NJT has not used a ballast cleaner and likely will not.
My guess is that since the Comet V cab cars are handling the task just fine here along the Atlantic City Line, NJ Transit no longer has the need to utilize the IVs in that roll. Again, just a theory. Ben The point being that if these lame excuses I get about "incompatibilities" with ALPs ...

Engines lead on 2600 series trains all the time. I see it every day. There is no dedicated fleet of trains for these runs. Trains can be flipped into other rotations for whatever reason, including those that have been turned on the Sunnyside loop.
There is no rule stating power must be on the west end in Hoboken. Diesels are kept on the west end to cut down on noise and emissions in the depot but nothing requires them to be there. With locomotives filling in as cab cars on a regular basis engines can routinely be found east out in the station.

The project is still live just quiet at the moment. It will eventually fill in the long slip and result in a heavy reconfiguration of the south side of the yard and sections of the light rail.
