So why can't we turn the 20 or so per hour NJT trains on tracks 1-4 only? Because NJT's rail operations are notoriously sloppy? Because if they did turn 20 trains an hour on 4 tracks, the arguments for ARC would have evaporated in a heartbeat? Because it's easier to scream "MOAR MONEY!!!"...
