To intentionally disable a safety device on any RR in this country is reason for dismissal. Thats FRA regs. Locomotives and other railcars are moved on flatbed cars all the time.

If it's frame is in good enough shape, it could even be fitted with a set of nonpowered trucks and hauled dead-in-tow in a consist.

On the surface sure doesn't look good ... but if the powerplant's ok, the electrics are ok, and the frame isn't bent, it's most certainly repairable. No photos of it similarly loaded on a trailer ... one would presume the legalities of actually operating the unit would prevent that, so at a guess, I'd say it was a dead-in-tow removal. It sure did look undamaged, so presumably it was just coupled up and towed off.
