I suppsoe that depends on how easy it is to get the permit and how long it is valid. NJT rules essentially only restrict photography to the extent that it interferes with passenger flow. That seems to be a reasonable compromise.

For long distance trains, an inspection line of sorts might be feasible. For commuter trains, it is impractical. Most NJT commuter stations, for instance are unfenced, unmanned, and passengers loaded along a long platform. At a minimum it would add a lot of time to the trip, and would require hiring...

The paper mill in Milford, NJ on the Bel Del (operated by BR&W RR now) is vacant and looking for a buyer. Unless they need to be further east, that could be ideal.
I believe that NJ had purchased the entire NJ portion of the CNJ mainline, but am not certain. As to the encroachments, that should not be an obstacle as under NJ law, no one can take owenership by adbverse possession against a railroad or government-owned land.

Sure would be nice. I rode the line only once, not too long before the RDCs ended. Newark to Reading Terminal and took Amtrak back, with a full diner with steak dinner, when they still had wood/charcoal stoves.
To answer the specific question, there are no active freight customers between the Aldene connection and Elizabeth. There is one customer right opposite the Aldene ramp, but noe east of that.
