I also think this would be a win win for all. It could have been done and open by now IF they had not p'd all of the money into east side access which in my opinion is a gross waste of money. Think of what could have been IF.

As I understand it the way this is set up is something like Conrail Shared Assets, owned by both the Florida East Coast and All Aboard Florida. I assume it is working out all right as I have not heard much of anything negative from their folks from other sources.

If they were really interested in rail service in this case they would first restore the bridge that they removed, then it would be time to worry about the main track. Otherwise I think it is a waste of money.

I believe there are still three main tracks in the section between Peekskill and Harmon. This situation might take away some flexibility but it should not tie the railroad up. The trackwork is most likely necessary and important.
