There is a lot going on in Washington when trains stop there. Engines and crews must be changed, cars serviced as needed, cafe's restocked as needed. Sometimes coach cleaners will board and empty the bathroom trash. It is NOT simply a engine change and off you go.

A lot of the low numbered F40s are kind of all over the place right now. 100-125 are kind of split up between the BNSF, Milwaukee Districts, and SWS. The last time the MBTA kept it simple, they ordered more K cars from Kawasaki. Since then, it has been "Reinvent the wheel". I am not holding out hope for simplicity.
