It is my understanding is that is was the requirements NS was placing such as a completely separate track for passenger trains. In some places, particularly up near I-285 and Forrest Park, there is not the ROW for more than the existing single track.

I suspect based on MARTA's current Chief Operating Officer (he helped implement Austin's Metrorail) and the all-day demand for transit in Clayton County, it will end up like the A-train in Denton County using DMU's rather than a locomotive hauled trains.

Ummm, having traveled reserved seat (including paying an extra 3 euros or so) many times on DB, Thalys, TGV and Eurostar which all board and alight along the entire route, assigned seating can most definitely work on trains. It isn't impossible, just we don't do it.
