No. The K Route Tie-In is the ground work, grading, installation of the Junction turnouts, track, third rail and related train control equipment up to east end of the retained fill east of the fly over bridges.

They are related to the same.
The Dulles Connector Road, Cut & Cover Tunnel (I-66 Crossing) is the structural work contract in "construction operational areas" 1 and 2.
The At-Grade Trackwork, Bridge Crossings is the track work and train control equipment installation contracts in the same areas (areas 1 and 2).

Construction operational area 1 is on the Falls Church Yard property proper.
Area 1a is the K Route Tie-In, as described above.
Area 2 is from the west end of area 1a to the universal crossover north of Pitman Run, area 2 includes the retained fills, I-66 Crossings, Dulles Connector Road, Cut & Cover Tunnel (Falls Church Yard lead tunnel), yard lead in the median of Dulles Connector Road, yard lead main line interlocking and the universal crossover north of Pitman Run.

12 04 2013 is on a Wednesday, 12 01 2014 is on a Monday, WMATA opens new segments on Saturdays, first revenue day is the following Sunday. (Opening day rides are free on the new segment.)

The 2013 date is likely the date Dulles Transit Partners really want WMATA to start revenue no earlier then. The 12 01 2014 date is likely the date Dulles Transit Partners want WMATA to start revenue no earlier then in the event of any unforeseen delays.

Mind you those dates likely have more to do with complying with contract obligation then with a date WMATA will set for operations that will actually start carrying passengers.

WMATA typically starts normal operation on new segments 2 weeks before passenger carrying service begins to get employees aquatinted with the segment.
