No. It's not fake. My source at CSX says they've been in contact with NJT for clearance requirements, height, width, weights etc. Sources at NJT & CSX say the move's given the preliminary go ahead. This'll also require the all clear from NJT personal who'd have to measure the cars at the Island before further movement can be done.
Now if you've red the papers lately, you'll see the project has been halted. Environmentalists don't want anymore exploding whales or whatever they're citing to stop it. The project may've been put on hold but the move of certain items was not fake.
Most environmental action organizations remain in strong support of offshore wind projects. The majority of recent injuries to whales and other sea creatures has been shown to have been caused by being hit by ships. The number of freight ships accessing NY/NJ and other ports has substantially increased in the past two years. The mainstream environmental groups are advocating for new legislation/regulations to require such ships to operate at significantly lower speeds in areas that whales frequent. The NJ offshore wind overall effort is accelerating per yesterday's news: "Governor Murphy Directs New Jersey Board of Public Utilities to Accelerate New Offshore Wind Solicitation"

NJ electric utility JCP&L recently filed for State approval to expend close to a billion dollars in infrastructure improvements, which if approved, will likely result in significant rail deliveries to JCP&L's Monmouth, Ocean and northwestern NJ counties service territory.
