I went to school in 1964-68 on Rte 5 in NY between Dunkirk and Silver Creek along the old NYC main line- each early afternon, right after the EB City of Chicago, passed, there was a short train pulled by a freight loco with an old coach with a rear end obs platform on the end. Any clue what this was - it was always going EB at that time of day.
