If I remember correctly, the Arrows in the photo appeared roughly about the same time as there was a threat of Amtrak workers being on strike. Don't know why they would have brought them down to Bay Head unless there was no room for them in Long Branch.
The appearance of the Arrows and the possible Amtrak strike could be just been coincidence. I really am not 100% sure on this. They could have simply been stored there until NJT decided what to do with them next.
